He was a minister during the reigns of Emperor Saga, Emperor Junna and Emperor Nimmyō.〔

* 825 (''Tenchō 2''): From the rank of ''Dainagon'', Otsugu was raised to the position of ''Udaijin'' (Minister of the Right).〔Titsingh, 〕
